It bumps for other users. Sometimes the asker just doesn't see it get bumped but it actually DOES get bumped. @Great_And_Powerful

Yeah, it actually bumps up, although the asker himself/herself doesn't see it go up. If it bothers you because you can't see it bumped, just refresh.

Sometimes even when I refresh I don't see it bumped. @EclipsedStar
So refreshing doesn't always work.
