No.  There are a few that asked a ton of questions while everyone else was maxing out answers, so it has never happened that way.

I don't think anyone has 90+ in every sub-score.

Thomaster did have it, but his Engagement decreased.

Satellite can max out the smartscore and the subscores, if he tries to ask a lot of questions like @hhelpplzzzz 

And then he has a chance of having all 100's lol
