Why might Myanmar have difficulty attracting foreign investments?

Never mind. I found the answer to this question. But for those of you who need the answer here: a history of instability and dictatorships=lots of risks for foreign investors. Many foreign investors don't want to take a risk on something like this. It would be a stupid idea.
