Well, then you are in the wrong class and you need to go have a very sincere chat with your academic adviser. If they are independent, then you can just multiply the probabilities.

I can imagine how they would not be independent. Given an open response, I would say, "Assuming the two events are independent, 0.7 * 0.4 = 0.28 - The probability of winning both elections."

Looking at the choices, 0.3% 1.1% 14% 28% If they are not independent, the probability of both is not likely to be that much less than 28% unless there is a known rule against winning both elections. Since we don't know that, let's go with "Independent" and hope we get this one right.
