in a simple triangulation, you need to know your distance from the minimum of 3 known points in order to fix your location.

So essentially a GPS reciever can only recieve a specific amount of satellites if it is more than the specific amount then it's less accurate A & B are totally out of the question because that is an extreme amount of Satillites not needed, all that D aswell exceeds the amount. Which only leaves you with one choice! Hope this helped!

It also depends on if you need height. They said surface. For altitude you need a 4th.
