A scatter plot is used in statistics. The points in a statistical study usually don't form a perfect mathematical "object". They are "scattered" from perfection.

I just don`t understand I mean like how do u know its a scatter plot or when dots are all over the place?

Scatter plot is the term for a graph of the points of the data set. It is used in statistics. Mathematicians would just say a graph of the points. But mathematicians have the points forming a line, or a parabola, or a circle, or some other object.
