To FOIL a binomial like this multiply the first term of each so 3x times x, then multiply the outer terms 3x times -y, then the inner terms, -4y times x, and lastly the last terms, -4y times y

Alright, so 3x times -y would be -3xy. since that y is negative it makes the other term negative.
