First, we were at peace. Second, what warnings we had were centered around an attack on the Philippines. Finally, not everybody was surprised. Admiral Halsey took his aircraft carriers out to sea as a precaution, which saved them from destruction and changed the course of the war.  The attack was expected to take place against the American asserted in the Philippine Islands.
