Does radiation have the same impact on coastal areas, forest areas, and desert areas?

No, because the Earth is tilted and say Québec, Canada won't get as much radiation as say Florida, USA. Florida is closer to the equator, and the closer to the equator you go, the larger the radiation. :) The Sun is closer to the equator, and it will be hotter near there.
