I would say its dominate.

Ww or WW are affected with the widow peak; thus, it is dominant. ww (no capitalized) are no affected.

Widows peak is not a Mendelian trait. See http://udel.edu/~mcdonald/mythintro.html As a Bio teacher, it really pisses me off that these traits are used in classes and continue to be put in Biology text books.
