Wouldn't this be A? Because; Incompetent rulers placed huge tax burdens on the Roman citizens. B is one of the reasons for the decline of the Roman Empire, they were attacked by Germanic tribes attacked along the Danube; Parthians waged war in east; North Africans pushed on the southern borders. Sure! Also just so you know the Western Roman Empire fell because of these reasons, but while this was happening the Eastern Roman Empire was flourishing.
