The Holy roman empire was ruled by emperors, and after Charlemagne died things started to go downhill because the emperors who replaced them were not as strong as him.

Wouldn't this be A? Because; Incompetent rulers placed huge tax burdens on the Roman citizens. B is one of the reasons for the decline of the Roman Empire, they were attacked by Germanic tribes attacked along the Danube; Parthians waged war in east; North Africans pushed on the southern borders. C Romans did come back carrying plague.

So, A is the only one that is false, right. Because option A states that Budget deficits caused by low taxes on Roman citizens led to increased public debt and helped topple the central government. But in fact, Incompetent rulers placed huge tax burdens on the Roman citizens. And the question is; Which statement Does Not describe a reason for the decline of the Roman Empire

Yes, A is not a reason for the decline of the Roman Empire. The Western Roman empire did fall because of b, c and weak rulers.

Sure! Also just so you know the Western Roman Empire fell because of these reasons, but while this was happening the Eastern Roman Empire was flourishing.
