Suggestion: Add a "rules" link for each one of the popular groups (and maybe even some of the unpopular groups) where the rules for the group are clearly defined. Or at least just the music group.

What sort of rules did you have in mind? Why would it be different from the existing Code of Conduct and Terms of Service? What would compel pathological abusers from ignoring the "Rules" just like they ignore the Code of Conduct and Terms of Service?
I was thinking about something kinda like this: http://prntscr.com/6q484t Anyway, what I meant was group-specific rules, with something along the lines of what kinds of questions should be asked with examples. A lot of people who break the rules (other than 1 time use cheaters) do so because they haven't seen the rules, and this would kinda make that excuse non-usable.
