Owlbucks have to be bought with real money and then can be used to get qualified help.

The cents thing is SmartCents which you get when you get a medal. 1 medal gets you 1 smartcents. And you use that to unlock titles.

Not a rip off. You can still get help for free. But if you need help from an expert, you pay to get the expert help.
