Well, here's a simple way to look at it.

The intercept, is where the line touches one of the lines on the coord plane. For example, the horizontal line (X) or the vertical line (Y).

So look back at your pictures and think ; Which function touches the X-Line the most. We're looking at the horizontal line, since it wants the X intercepts. If it wanted Y-intercepts, we'd be looking at the horizontal line.

g(x) touches the X line 4 times, whereas h(x) touches 3 times. f(x) touches the line 3 times as well.
