Question

So I wrote a story and submitted it to our local historical society magazine, and they accepted it! They pay $200 per article, which is better than the going rate for magazines in this town. Unfortunately, they do not pay writers until the article is in print, so I may have to wait awhile to get a check.

What does the author mean by the term the going rate?
the lowest amount of pay
the pay rate from last year
the last check the author got
the usual rate of pay
