It also says "Your memo should address potential issues in foreign policy, and focus on the relationship between the United States and Soviet Union. Use specific examples from this lesson and your textbook reading. In your memo, be sure to recommend a course of action for the United States to pursue. Should the country take a strong stance, and increase military programs and defense systems? Or should it take a more conciliatory attitude, and try to work out differences of opinion diplomatically? What would you say are some of the likely outcomes of each of these positions?"
We're allowed to use bullet points, I'm just confused on how to write a memo and what to include.
