i think its b because less than 10 will be nine numbers and then multiples of 15 there are only 2 more in this problem , 15 and 30. So 9 + 2 is 11 and theres a total of 40. so 11/40 ?

probability of selecting a number <10 is 9/40 multiples of 15 is 2/40 add 9/40+2/40 11/40
