Sorry for the late reply to your question, Princess!

The little boy misses out on the normal, fun activities that the others boys do, maybe because he is afraid. So the Theme must be something related to the boy.

Option A is about the parent that we don't hear about.
Option C is about getting in trouble. Does the boy get in trouble? Not that we're told about
Option D is not related as it's about the adults that we don't hear about
Option E is about parent's not taking idea's seriously. But we do not hear about the parent's, or what they think, or about any young people's ideas..

All we hear about is the boy, missing out, maybe because he is afraid. Therefore, I would advise you to go for option B.
