I think it may be the third one, because if you minus $25 from $60 for the jeans, that leaves you with $35, which will allow you to buy up to 7 shirts. The reason that the first one won't work is because ≥ means that it is equal to and more than that number, while this ≥ means that it is equal to and less than the number.
