So, I can do the second part, but I'm REALLY confused about the first part. I'm not quite sure how I'm supposed to be making an equivalent system :/ PLEASE EXPLAIN!!!

i will work through the problem using the elimination/addition method which is what they are asking for.
with this method you want to make the coefficient of one variable equal and opposite so when you add the equations the coefficient of that variable is zero as in eliminated. you will have one equation with the one other variable for which you can solve.
wit this value substitute in either of the originals and solve for the variable that was eliminated.  it is a good practice to check your solution.
