This question is worded in an odd way, but if literacy iin music is defined as the ability to read and write music, I would go with notation; composition wouldn't be possible without being able to read and write music, which is the very essence of notation.

Although notation and composition are fine and all, when playing a instrument it is better to play with emotion and loud production. Though emotion inst considered a standerd it is a form of production. It helps you play your music like you play your music:)
