Translation is the movement of a given point by simply adding or subtracting its vector in the x or y sides. When it is said to move vertically up or down, that you only work with y-vector, maintaining the x one. When it is said to move sidewards, you change the x-vectors only. For this case, they said up 3 units, meaning , for every given original vector, add 3 units in the y-part, being the answer.
