I'm just asking here, do you have to be 99 to become a mod or ambassador?

Nope! There are plenty of ambis and mods that aren't 99ss.

Ambassadors are a group of selected representatives of OpenStudy. They answer questions from new users, and welcome and greet them. They are the embodiment of OpenStudy's ideologies.
