What was a criticism made of George H.W. Bush's New World Order?

Ok, so around July of 1989, newspapers were still criticizing Bush for his lack of response to Gorbachev’s proposals. Bush would visit Europe but "left undefined for those on both sides of the Iron Curtain his vision for the new world order," leading commentators to view the U.S. as over-cautious and reactive, rather than pursuing long-range strategic goals.
