Well that's not the reason why it's singular. You can't use "is" while referring to two or more things. It has nothing to do with it being used twice. So what's your next guess?

Uh...well...no. It would be more like singular because take a look at the sentence: "The book has fallen." See how "the book" is only one thing? That's when you must use "has."
