4(3)x-2+5 is 12x+3 so f(x)=12x to f(x)=12x+3 if you plot y=12x on a graph then think of y=12x+B where B is the Y intercept, it can cross the Y axis at any value of B so if we let B=0 we get y=12x the line crosses y=0 let B=1 the line crosses y=1 etc for any number for B so what this means is that the line is translated +B units in the y Direction

so you have f(x)=12x+3 this means to get from 12x to 12x+3 you have translated the function +3 units in the y direction
