Eyeball problem. 3 - One less than the degree. It's just a definition unless you are in Calculus.

Okay. Then you just need to memorize it. One less than the degree. Degree is 4. Max turns is 3. When you get to calculus, you will see why and go "OOOhhhhhh! I get it, now!" :-)
