what is the meaning of this sentence: 
Regulatory agencies provide politicians with a vehicle to lock in policies that they favor beyond their term of office.

Regulatory agencies (whatever that may be) allow politicians (government workers) to keep rules and laws that they prefer and like in place after their own terms are completed.

So basically even after they've finished their elected or designated term and no longer hold their political office, they are able to make sure that the rules and policies that they want to be in place will stay in place after they've gone

Regulatory agencies can refer to a lot of things though, it depends on a more specific context
