Btw for future reference, in problems like this there's a shortcut. If you just divide the given number by the percentage (written as a fraction) you'd also get the same answer. In this case 28/0.4 (which is the same as what I have given above, just much faster). I don't think I need to explain why this works, but I can give proof if you want.
