Exactly. This question is about when the picture is taken. It is not about editing. The reference to blocking, rather than cutting away, exposes this fact. When you block, you intentionally put things into the foreground of the frame that cover anything from parts of the subject to other dead spaces that are unwanted. That is why cropping is the wrong answer.
