1) from Wiki: Precipitation is the primary mechanism for transporting water from the atmosphere to the surface of the earth. do you see any of that "Precipitation" that in your drawing? 2) now, does rising air mean low or high pressure? in your drawing, the air is rising. gravity is the key here.
