you are correct, it is D. Although it could be C, the main cause for the taxation on sugar and tea was that England was severely in debt from the French and Indian war and other expeditions. They were already taxing the people in England three times the norm, and enforced the same tax on the colonies to help pay the finances. They started the taxes on/with sugar and tea because they were the most bought and consumed by the colonies.
