The Sugat Act set a tax on sugar and molasses imported into the colonies which impacted the manufacture of rum in New England.

n 1764 Parliament passed the Sugar Act, with the goal of raising 100,000 pounds, an amount equal to one-fifth of the military expenses in North America. The Sugar Act signaled the end of colonial exemption from revenue-raising taxation. Previous acts, such as the long-standing Navigation Acts, had been passed as protectionist measures, regulating trade to boost the economy of the British Empire as a whole. Under the Navigation Acts, taxes were paid by British importers alone, rather than the colonists, and brought in just 1,800 pounds in 1763, compared with a cost of 8,000 pounds just to enforce the acts.

The Sugar Act lowered the duty on foreign-produced molasses from six pence per gallon to 3 pence per gallon, in attempts to discourage smuggling. The act further stipulated that Americans could export many commodities, including lumber, iron, skins, and whalebone, to foreign countries, only if they passed through British ports first. The act also placed a heavy tax on formerly duty- free Madeira wine from Portugal.

The sugar act was basically an agreement that the colonies would only import and buy their sugar from Britian, because Britian at the time was trying to pay off their debts from the French and Indian War and couldn't. So they started taxing the colonies.
