Perhaps almost as narrowly as a man with a microscope might scrutinise the transient creatures that swarm and multiply in a drop of water… What does this line tell you about the relationship between the humans and the inhabitants of Mars? Humans cannot understand the inhabitants of Mars because of limited technology. Humans view the universe through a very small lens though life is plentiful all around them. The inhabitants of Mars see humans as humans see microscopic insects. The inhabitants of Mars have technology far beyond the microscopes of the humans.

Ah, I saw it was B because the line explains how man uses microscopes to study life up close, and when they do, they see how so many new creatures begin multiplying in such small amounts of substances, which is pretty fascinating. :p C was a good answer, but Mars has no moving inhabitants to see Earth with. :]
