I'm a little confused on what you're asking, but you can use LaTeX basically anywhere on OS. But I"m not sure if you can use it in chats or in messages. I don't know if it has an applications.

\(\LaTeX\) is not a coding language. It is a mdification to \(\TeX\) and that is a typography descriptive language. The short version is this:

Before WYSIWYG text editors there were printing capabilities to do beutiful things, but you could not see them on the screen. \(\TeX\) was invented as a way to describe what should be printed. This let people do high quality printing for a lot less $$$.
