It can be negative or positive. In hitler's case it was negative. He wrote books and had posters trying to convince people to think and act in a certain way. The media is full of propaganda. Usually political groups use propaganda to get their point of view across. Hitler used books to spread his propaganda and hatred of the jewish people.
