If it's not that, then go with C. Because I know for a fact that British soldiers were already in Boston (they occupied it in 1768), but I'm not sure if they were ordered to quarter before or after the tea party. I do know that the Boston Massacre angered the colonists more than the British crowns orders for more soldiers in Boston.
