You are absolutely correct. e. it makes no difference which units you use. the surface area is the same. a. since a square cm is larger than a square mm, it takes fewer square cm to represent the same area as it does square mm. just like it takes fewer ft to represent a length than inches, since a foot is much larger than an inch.
