I would say that it's not true. Babylon had a lot of bizzare practices when it came to Idolism. But not every "god" got a temple. some got statues (i.e. Nebuchadnezzar) Some didn't get anything. It just all depended on what matterd most to people at that time.
Plus, Not every city or town had a ziggurat at all.
