This question was on a test I took today. I answer the question wrong. I thought I would update the answer. The Speaker is the most prominent member of Congress. He 
(up to this point, it has always been a he) presides over the 
House, and he’s the head of the majority party. He assigns 
members to special committees. He decides which bills go to 
which committees.
