The quote means that by choosing a job you love, you won't ever go to work saying that you're not looking forward to going in today.

By abiding by this quote today, people may realize that they don't have to work to get money and hate every minute of it. By choosing a job you love, you will look forward to work daily. I don't know about the second one.

-The supreme ruler sets rules for men.
Arbitrary means "random". So, "the supreme ruler sets rules for men, but makes no random choice promotion (advancement) himself.
He makes the law measure "merits" or excellence.
And he makes no random need himself.

It's basically saying that the supreme ruler (anyone in charge of you) makes rules so that you may abide by them. Not to be mean, but in order for you to be protected and to know your boundaries. So, your teacher for example doesn't let you just stand up and walk to the bathroom because she doesn't know if you're going to leave the school. You have to have a hall pass so that the principal knows that you have had permission.
