what does " i am rooted, but i flow" mean ?

“I am rooted, but I flow,” Woolf also wrote, and this is the recognition of both my limits and my limitlessness, and if I am to be a Good Writer, then much of what I am doing is living in that space between where I am rooted and where I flow. If I am unable to understand the difference between what, for me, is still a fact, still simply true and what I believe is truth, I will never be a Good Writer.

i have been thinking about it for awhile after reading that line in a book. :))
