well the one's digit is the same
you move on to the next digit that has more matter in the number
like the tenths digit and you see 1.93 's tenth digit is 9
and 1.172 's tenth digit is 1
you see which is bigger 9 or 1
or
you can do this
1.172 ? 1.93
multiply both sides by 100
117.2 ? 193
or if you still don't know
multiply both sides by 1000 instead of 100
so you would have instead
1172 ? 1930
which is bigger
