To solve this, you simply need to multiply the two parts together, or expand. You can do this by multiplying each part together, so we get (2x*4x)+(2x*-2)+(4x*3)+(3*-2) which gives us 8x^2-4x+12x-6 or 8x^2+8x-6, which is answer a. I hope I explained that well enough for you to understand.
