Why did New France grow slowly?

France focused much more in Europe. They would often times neglect their colonies during warfare to focus on gaining land in Europe. This is partially because France felt that its navy would likely not be dominant over the British one, so they focused at home where British armies would likely not beat French ones on the mainland. Also, New France was not as easily accessible because the eastern coast was controlled by Britain/United States, it relied on ports in the Caribbean (very vulnerable to the British navy). A lucrative colonial empire with the British being more powerful out of Europe would be a liability.
