refraction occurs when the surfaces are semipermeable to light, With the spoons the light can only be reflected because the light cannot pass through the spoon so there is no chance for refraction which occurs due to the minimization of time taken to get from point A to B

Well you see refraction is happening first and foremost because light travels at different speeds in different materials
So if there is a surface that light can pass through it will try to minimize the time it takes to complete its path
