oyelands I have described a computer as a real idiot savant.  The savant part being that they will do what they are told with amazing speed and accuracy.  The idiot part being that they will do this even if they are told to do the wrong thing.

Yes, which is what "tells those parts hat they need to do." means.  Look up the meaning of instruction and you find that it is is a list of things that tells you how or what to do.
