15 and 55 are pointless, they have nothing to do with the boxplot itself
the mean isnt a representation of a box plot in general the median is
the quartiles that make up the box dont tells us about the number of students etc ... they tell us about the amount of data that is above or below a given point
out of 53-16 = 37 data points, 1/4 of the data is between 16 and 21 etc ....
its still kind of between the c and the d i think because the box plot shows more than just 21.8
