The second one he is talking about how the mills have destroyed the peaceful pastures...

Jerusalem is supposed to be known as a city of peace and because of the industrial revolution the author feels as though the mills (a by-product of the industrial revolution) are taking away that peace

The last one the author is wanting to "build" the city of Jerusalem in the " green and pleasant land" This means that he suggest that England return to a more peaceful time. He uses the phrase "mental fight" so this is not a physical battle he is suggesting, but rather a return to the way things used to be.
So what would be your best answer for this?
He is proposing to turn away from the industrial revolution and return to the way things used to be
