Yes, I would use IQR for both , because IQR is better than std dev for "asymmetric distributions" . Neither of your plots look very symmetric (even-sided)

i was typing and went to move the mouse and lost what i had .... because it went back a page in the history ... whatever. IQR mean is 21.5 , 22, 25 IQR mean is 6.5 , 9, 8 comparing the IQR allows us to avoid outliers skewing the data.
